: Running costs of your property



Annual Local Council Taxes
Compared to most countries, the local Italian taxes are low and insurance is not obligatory. Note that in Italy it is the responsibility of the property owner to contact an accountant to determine his or her annual tax return (calendar year). There are two taxes payable each year on your property in Italy:

The ICI (Imposta Comunale sugli Immobili) is an annual Council Tax determined by the size and quality of the property and on the particular Comune you buy in. It is not very high, about € 100-200, approximately 0.6% of the declared price of the property usually calculated for people by a local accountant (commercialista) - due twice per year, in June and December.

Then there is something called I.R.P.E.F. that you pay to the State. If you become a resident you are not subject to such tax.



Capital Gains Tax
If you sell your property within five years of ownership, you will have to pay 37% capital gains tax on the profit (if any).


Condominium expenses
If you buy a property which is part of a group of properties which share some communal areas – gardens, driveway, swimming pool, tennis court etc. then you will be required to pay condominium expenses. They vary as to the type and size of communal areas on the property.


Refuse/ Rubbish tax
The rubbish collection service (Rifiuti Solidi Urbani) is about € 50-100 payable in 4 instalments; alternatively all at once.


ENEL (Electricity)
This is a general guideline for the costs for electricity at 3 kWh. Billing every other month and the fixed indicative annual fee is € 51
Prices for consumption:

First 1500 kWh ---> cents/kWh ---> € 7.48
1501-2100kWh ---> cents/kWh ---> € 22.97
2101-3000kWh ---> cents/kWh ---> € 12.64
>3001 kWh      ---> cents/kWh ---> € 9.12


Telecom (Phone)
Residential Monthly Payment ---> € 14.57
Residential ISDN activation ---> € 120
Residential ISDN monthly payment ---> € 19.84
Billing every other month.


Water
The prices vary from Comune to Comune and are estimated between € 0.40-0.70 per cubic meter; billing twice a year. If your property is found to have water available, another option is to consider drilling a well.


Gas
The prices will vary from Comune to Comune. If your home is connected to the mains, the estimated cost would range from € 0.50-1.40 per cubic meter.
If your home is in the country, you may need to have a gas tank installed in the ground. We have a bulk deal with a leading supplier, so we can assist you in keeping your costs down.

The easiest way to pay most of these is by direct debit, although some you will need to pay at the post office.

Solar thermal energy is the heating of water by the sun to provide hot water. We can all enjoy hot water provided by the sun, substantially reduce our fuel bills and help to reduce carbon dioxide emissions at the same time.
The heating of swimming pools is a popular application of solar thermal energy. It is of particular interest to the many thousands of homeowners who like their pools to be at a comfortable swimming temperature for an extended season.

How does it work?
Cold water from the stainless steel tank flows through the bottom tube towards the collector where it is heated. The heated water, which has less density, rises naturally through the top tube towards the top of the stainless steel tank where it stratifies in layers of different temperatures. This process continues throughout the day gaining temperature each time the water passes through the collector. As the sun sets, the process stops automatically. This system needs no electricity to run.

What happens when there is no sun?
On the occasion of insufficient hot water from the sun, the system controller will automatically activate the immersion heater that is located in the tank.

It is particularly useful in remote situations where previously people have depended on perhaps a diesel generator for power. Car
According to Italian Law, you do need Italian residency (residenza) to own a car in Italy, even if you are a citizen of the European Union. This law is against European Legislation, but it will take some time before it is changed. So you either become resident in Italy or declare to be so in an autodichiarazione (auto here means self). In the second case you might not be able to sell the car if the Italian authorities find out about it.
